Would it suprise you if I told you that something like this is already happening? On a location somewhere between the continents of India and Africa, is a shallow in the sea called Saya. Floaing on the surface of that shallow are solar pannels and below in the sea are turbines; all this machinery is connected to a set of electrodes shaped up to a frame. On the electrodes are living milions of natural little 'nanobots' called corale that build the structure using their CaCO3 shells that now grow 6-times as fast thanx to the ionic charge on the electrodes. It was started in about 1996, I think and will last approx 20 years to reach the surface (that would be in 2016). The artificial 'island' (not just yet ;) is called Utopia Saya, since it is located in international seas, it is free of any political junk; it will be a scientific/ecological haven (so it is the scientists that are being exported, not the millitary).
